In generation I, a move with a recharge turn will not have a recharge turn if it knocks out the target or breaks a substitute.

My idea is for modern rules and is a move that only needs a recharge turn if it knocks out the target or breaks a substitute, and otherwise doesn't (this is only one move, not all of them; most other moves that need recharge always do, whether or not they knock out the target).
